The NECTAR Project aims to fulfill the two main objectives of: (a) Enhance the governance of schools across the State, and (b) Improve teaching practices and learning environments in selected school complexes.

The project envisages to establish the Lighthouse School Complexes (LSC) across the sixteen districts in the State, which will be centers of excellence with self-sufficient and sustainable model that provide state of the art facilities, best teaching and learning practices, resource sharing, and communities of practice among teachers and education leaders. The LSCs will operate in a hub and spoke model which will impact the smaller spoke schools in the complex which had been operating in silos previously and associate them with hub schools which will be either secondary or higher secondary schools. It also lays emphasis on reaching out to the Socio-Economically Disadvantaged Groups (SEDGs) and provide learning spaces with adequate resources for children with special needs.

Another component that the project envisages is to provide Performance Incentive Grants to all the schools in Nagaland across two years in three batches, with a possibility of additional grants to the performing schools. These grants are intended to empower the role of communities through SMCs/SMDCs by providing them the flexibility to plan their school development priorities. The PIG programme aims to fulfil the localized needs of the communities and strengthen their engagement for the sustainability of the school. The PIG programme is available to all the 1953 schools in Nagaland and as of present, the programme has disbursed the first instalment of around INR 9.5 crores to 738 schools across Nagaland.

The Project also plans to implement other interventions such as Teacher Attendance Monitoring System (TAMS) that will ensure accountability of teachers and tackle proxy teacher issues; Education Management Information System (EMIS) for State-wide system streamlining; Reforming of Nagaland Board of School Education; and deploying Education Technology (Ed-Tech) across the schools in Nagaland
