In response to   RFB notice issued vide No IN-DSE-440931-CW-RFB Dated 10th August 2024 for the work “Infrastructural development of Lighthouse School Complex - Government Higher Secondary School (GHSS) Kigwema under Kohima District” the following modifications are hereby issued:

ESS1: Assessment and Management of Environmental and social risks and impacts Health and safety measures of construction worker.

Diseases and allergies related to OHS.

1.2 Fire Intervention

  • Conduct OHS Training and orientation for labour and construction worker.
  • Ensure to provide safety equipment to construction workers and ensure that worker must use this equipment.

ESS 2: Labour and Working Conditions

A District Hospital is available in town within a radius of 01KM from the LSC. Doctors and nursing staff or available. All medicines required to meet emergency situations are available.
  • The required facility for any health emergency is at accessible distance.
Availability of minimum one doctor and two nurses in the health sub-centre with basic medical needs throughout the construction period.
  • The last measure is to set up first aid medical kits for the individuals involved in the construction activities.
Availability of required set of the first aid kits and trained worker/s to operate the kits
Kigwema has sufficient source of clean drinking water and for other domestic purposes. However, it can create scarcity of water if the same is utilised for construction purpose.
  • Proper water usage strategy has to be worked out between the contractor/s and the village community. Excessive use of water for construction can cause scarcity of water for the community during dry season.

ESS 03: Resource Efficiency and Pollution Prevention and Management

3.1 Waste

  • The waste e.g., demolished waste, Sand, cement, bricks, gravels which will be generated during construction processes.
  • The contractor should ensure to minimize the waste material during construction. The construction wastes should be disposed off at authorized dumping site. The contractor should take responsibility of waste transportation on dumping site.
  • The contactor should ensure recycling and reusing different waste materials.
  • As per world bank standards and building bylaws a sewer pipes for sewage and proper septic tanks should be provided for toilets.

3.2 Air Pollution

  • Dust and construction particles during construction. 
  • The contractor should ensure to minimize the usage of air pollutant particles, and watering of floor every evening after construction process ends.
  • Ensure to provide proper safety equipment (masks/goggles) to workers and stakeholders in the construction.
Ambient Air Quality Monitoring- Quarterly reporting comply to national standards. The air sampling collection from site and analyse quality parameters by authorised lab and submit a report.  sample collection by Nagaland pollution control board authorised officer.
3.3 Water Pollution

  • Sewage and wastewater
  • There is no stream/river around school site so no direct water pollution on site is recognized but ensure that waste and sewage water are treated and then released in the given environment. 
Ambient Noise Quality Monitoring -Quarterly reporting comply to national standards. The Noise sampling collection from site with the help of sound level meter and submit a report. sample collection by Nagaland pollution control board (NPCB) authorised officer.
3.4 Noise/vibrations

  • Construction Noise
  • Vibration of equipment.
  • Contractors shouldn’t use old construction equipment which are known for producing loud noises.
  • Ensure to maintain noise as per quality standards in residential area and provide clothes and cover equipment for minimisation of wastes.
  • Ensure to provide ear plugs and mufflers to workers/labourer for protection.

3.5 Usage of Hazardous material during construction

  • Allergies/disease
  • Ensure to avoid any hazardous materials during construction.
  • e.g., Asbestos sheets, chemical and hazardous dyes, etc.

3.6 Energy Efficiency

  • Irregular electricity
  • Excess usage of electricity during construction.
  • The school authority is already using solar energy at small scale for generating energy for the school so it's ideal to continue harnessing it to minimize electricity usage.

3.7 Site Restoration

  • Pollute the natural resources
  • The contractor should ensure to restore site with proper landfill, planting trees in campus and dispose construction wastes to dumping site.
  • The contractor should comply with all World Bank E&S standards and green building code.

ESS 4: Community Health and Safety 4.1 Health and sanitation.
  • Open defecation should be strictly prohibited in and around the school site.
  • Provide proper sanitation facilities, like sufficient toilets and bathrooms.
  • Use sewer pipes for sewage and proper septic tanks for toilets.
 
ESS 5: Land Acquisition, Restriction on Land Use, and Involuntary Resettlement In the risk assessment exercise, no potential risk on land has been identified because the land is a government-owned property, and the demarcation is very clear.
  • No involuntary resettlement of people living in and outside the site that are likely to be impacted by the project implementation.
  • Any private or non-school related property- trespassing the site may be lifted through the process of adequate number of consultations culminating into consensus.
 
ESS 6: Biodiversity conservation and sustainable management of living natural resources. The water source is nearby stream of LSCs.

The place is having ample of alder, bamboo and wild apple trees.

  • The contractor should ensure that no disturbance to natural flora and fauna around site occurs.
  • Contractor should follow tree fell regulation Act. 2002, in case of exceptional case where trees are to but cut down.
  • New plantations should follow around LSCs.
  • Ensure that no tree cutting during construction purpose. If its unavoidable take proper permission of community and
  • Ensure that water stream won't be misused and alternative water facilities during construction will be provided.
 
ESS 7: Indigenous community Kigwema is inhabited by the indigenous Angami Naga tribe.
  • A due diligence process should be followed in case of any risks likely to affect the group of people in the form of affecting their livelihoods, any source of livelihoods, their identify, culture and fostering full respect for human rights in the process of construction.
Frequency of direct or indirect impact on the identity, culture, and livelihood of these people.
ESS 8: Cultural Heritage No site in and around the construction site has been identified that has cultural significance to the people living in and around the site.
  • In case of finding monument, and any place that cultural importance and is found within the 300m of the end of the selected site, then the matter should be flagged to the Department for due process of chance finds. 
 
ESS 10: Stakeholder Engagement and Information disclosure Under this standard, there is no risk identified however the need for stakeholder engagement is strengthened by directly consulting with the community in every process of implementation. To avoid any future negligence in stakeholder engagement, strong measures are being adopted. 
  • As part of strengthening the stakeholder engagement, the grievance redress mechanism/channel will be set up at workplace which will facilitate labourers and any individual engaged in the construction to voice out their grievances in a timely manner.
  • Therefore, intensive capacity building for contractors, labourers, and the community will be taken up at the LSC site to sensitize and build capacity on voicing out their grievances without any hesitation.
